計劃背景
香港在粵港澳大灣區發展中扮演舉足輕重的角色,大灣區內城市為香港會計師公會會員帶來龐大的業務拓展和事業發展機會。為讓會員抓緊機遇,公會成立了粵港澳大灣區委員會,並積極推出大灣區策略和計劃。
公會的策略之一,是推行跨境實習計劃,旨在為未來優秀的會計人才提供在香港及大灣區各城市發展及工作的機會。
這項跨境實習計劃會先招聘內地高校會計專業的學生,於2021年6月赴港展開為期兩個月的實習,讓內地學生透過在港實習拓闊國際視野,同時幫助香港的會計師事務所,尤其是中小型執業所,紓緩稅務及年報高峰期人手不足的問題。
在計劃的第二階段,公會將研究本港會計科學生到內地實習的需求,按實際情況推行香港學生赴內地實習的計劃。
2021年度的跨境實習計劃將招募約50位內地學生赴港,歡迎所有有興趣的會計師事務所及執業法團參與。
Background
Hong Kong plays an important role in the Greater Bay Area (GBA), and Mainland China offers our members the opportunity to expand their businesses and careers. To assist members, the Institute has set up the GBA Committee and spearheaded its GBA strategy and plan.
As part of the plan, the Institute is launching a cross-border internship scheme to provide opportunities for future talents to work in Hong Kong and the other GBA cities.
The scheme will begin by recruiting students majoring in accounting from Mainland universities for a 2-month internship starting from June 2021 with employers in Hong Kong. Not only will it offer a chance for future accountancy graduates in the Mainland to widen their exposure by working in Hong Kong, it can also support our member firms – particularly SMPs – in the face of talent shortages. A scheme for Hong Kong accounting students interested in pursuing internship opportunities in the Mainland will be launched at the second stage.
The scheme in 2021 targets to recruit around 50 students, and is open to all member firms and corporate practices. Member firms and corporate practices are welcome to express their interest in joining the scheme.
選拔實習生的準則
實習計劃的對象,是獲香港會計師公會認證的內地院校的二至三年級財會專業優秀學生,曾獲公會商業個案比賽的得獎者將優先考慮。公會將對各認證院校分配推薦學生名額,並組織協調篩選及確認合適的實習生。
Selection Criteria
The scheme focuses on Year 2 to Year 3 bachelor degree students majoring in accounting studying at Institute-accredited universities in the Mainland. A nomination quota will be assigned to each university. Students will be selected on a merit basis with priority given – but not limited to – HKICPA Business Case Competition winners, high-achieving students, etc. A panel will be formed to select candidates and confirm the final list for internship placement.
實習地點及其他安排
因應內地學生的學期休假及香港稅務和年報高峰期,跨境實習計劃將於2021年6月至8月在香港進行。僱主須與入選實習生及所屬院校商訂雙方可行的實習日期。實習僱主須向實習生支付每月至少8,000港元的薪酬,並負責為學生申請來港實習的簽證。實習生須承擔各項個人生活費用,包括來回機票,香港住宿、本地交通、膳食及保險等。
Internship Arrangements
The internships will take place in Hong Kong from June to August 2021, when students are on their term break and Hong Kong enters its peak tax season. Employers are encouraged to discuss with selected interns on a specific internship period to suit both parties’ schedules. Employers have to pay a minimum monthly remuneration of HK$8,000 to the interns and sponsor their training visa. Interns are responsible for their personal costs including flights, local transportation, food & lodging, insurance etc.
實習前培訓
實習生抵達香港後,香港會計師公會將提供實習前的簡單培訓。培訓內容包括香港會計行業概要、會計及審計準則、香港商業概況、本地文化及注意事項等。
Orientation
To help students get prepared for the internship, upon their arrival in Hong Kong, the Institute will organize orientation sessions to provide them with basic knowledge of the accounting profession in Hong Kong, including accounting and auditing standards, overall business landscape, local culture and dos and don’ts.
計劃各方職責
香港會計師公會(公會)
公會主要協調各參與方的溝通工作,並推動計劃順利進行。公會的責任包括:
1. 擬定計劃方案,與各相關方溝通計劃安排;
2. 支援及聯繫實習生和僱主;
3. 處理及協調實習生選拔;
4. 支援僱主/實習生簽證申請及實習前的安排;
5. 為實習生舉辦實習前培訓班;
6. 計劃完成後向參與者收集意見。
Roles and Responsibilities of Different Parties
Hong Kong Institute of CPAs (HKICPA)
The HKICPA is responsible for coordinating with all participating parties to facilitate the launch of the scheme in a well-coordinated and effective manner.
The Institute’s roles and responsibilities include:
1. Draft the scheme proposal and communicate the launch plan with relevant parties
2. Solicit support and liaise with employers and interns
3. Manage and coordinate the screening process
4. Support employers/interns on visa applications and the on-boarding process
5. Organize orientation for interns
6. Upon the completion of the scheme, collect feedback from participants
會計師事務所/執業法團
會計師事務所/執業法團的責任包括:
1. 與學生訂立實習協議;
2. 為實習學生提供每月至少8,000港元的實習薪酬;
3. 按照香港入境事務處的規定,為學生辦理實習簽證;(按此参考詳情)
4. 編排實習的具體工作,向實習生提供相關在職培訓;
5. 在實習期完結時,對學生的實習表現進行評估;
6. 實習結束後,向學生提供實習證明。
Firms/Corporate Practices
Firms/Corporate Practices’ responsibilities include:
1. Sign internship contract with students
2. Pay selected interns a minimum remuneration of HK$8,000/month
3. Sponsor training visas for interns according to the Hong Kong Immigration Department’s requirements (click here)
4. Determine the scope of internship, provide necessary on-job training to interns
5. Provide performance appraisals of interns upon completing internship
6. Provide internship certificate/reference letter for students’ record
實習生
實習生的責任包括:
1. 參加公會籌辦與實習相關的各項活動;
2. 按照實習僱主要求的時間及質素完成實習任務;
3. 向公會提交每月實習報告,保持定期溝通;
4. 承擔實習期的往返機票、住宿、本地交通、膳食及保險等個人開銷;
5. 完成僱主指派的其他職責。
Interns
Interns’ responsibilities include:
1. Participate in all internship-related activities organized by the HKICPA
2. Follow employers’ instructions, complete assigned work by employers on time and at a required quality
3. Communicate with the HKCIPA on a regular basis and submit monthly internship reports
4. Bear the cost of return flights, local transportation, food & lodging, insurance and any other personal costs
5. Complete any other work related duties assigned by the employers
公會認證的內地院校
院校的責任包括:
- 推薦合資格的學生;
- 協助學生的實習簽證申請及協調學生的考試及學習安排;
- 在實習期內與實習生及公會保持溝通。
Accredited Universities in the Mainland
Accredited universities in the Mainland are responsible for the following:
1. Nominate qualified candidates
2. Provide support for interns’ visa application and examination/study arrangement
3. Communication with students and the HKICPA during the internship period
