New QP Consultation

3 June 2016

Introduction

In pursuance of its Sixth Long Range Plan, the Hong Kong Institute of Certified Public Accountants (the "Institute") has embarked on the CPA qualifying process reform to ensure that the Qualification Programme ("QP") trains professional accountants with the skills, expertise and ethics that can support Hong Kong as an international business and financial centre. The reform also aims to ensure the CPA qualification is in step with the continual changes in business and professional markets in Hong Kong as well as international best practices.

The new QP builds on the best of the existing professional accounting education programme. The prescribed competences required for a CPA at the point of qualification have been comprehensively reviewed and aligned with the relevant International Education Standards of the International Federation of Accountants. The new structure has three progressive levels with 14 modules and a capstone, which integrates technical knowledge across fields of expertise in accounting, business and finance while developing professional skills in analysis and critical thinking, problem-solving and leadership.

The Institute has released the consultation paper which sets out the proposals on enhancing the CPA qualifying process for the development of the new QP. The purpose of the consultation is to elicit responses from all stakeholders before the final CPA qualification framework is adopted and the new QP is launched.
