2026/27 HR-related Insurances Renewal

Scope of Service

The current arrangements for HR-related insurances (Group Medical, Group Life, Group Disability Income, and Employees’ Compensation) of HKICPA (“The Institute”) will expire on 30 June 2026. To prepare for the renewal, the Institute is asking for proposals from prospective bidders to submit their most competitive offers.

Tender Briefing Date and Tender Documents

Prospective bidders should indicate their interest by emailing a scanned copy of the signed Non-Disclosure Agreement (NDA) to the Procurement Manager by 6:00 p.m. on 16 April 2026. (The NDA can be downloaded from this webpage.)

Qualified bidders will be invited to attend a briefing session on HR-related insurances on 28 April 2026. Tender documents will be distributed during the session.

Non-Disclosure Agreement

The Non-Disclosure Agreement (NDA) should be signed before tenderers collect the tender documents from the Institute. A copy of the NDA can be downloaded from this webpage.

Qualified bidders must hand in the original signed copy of NDA on the date of briefing session.

Closing Date & Time

The closing date for this tender is 2:00 p.m. on 26 May 2026.
Late submission will not be accepted.

In the event of a typhoon signal No.8 or above or rainstorm black warning is issued on the closing date before the closing time, the tender closing time will be postponed to the same time on the first working day immediately after the signal or warming lowered.

In the event of any possible blockage or disruption of public access to the Institute at the original tender closing date/time, the tender closing date/time will be postponed. Bidders should follow the announcement made at the Institute’s website for the revised tender closing date/time.

Submission of Tender

Qualified bidders should submit their technical and fee proposals in two separate sealed envelopes to the Procurement Manager according to the specified closing schedules. Late submission will not be accepted.

The Institute will not accept tender proposals that are not sealed, nor will it accept submissions via email or other electronic means.

Remarks

• Costs relating to the preparation and submission of tender proposals are the responsibilities of prospective bidders.

• The Institute will evaluate tender proposals in strict confidence and reserves the right to accept or reject any proposals. The Institute also reserves the rights to negotiate any tender offers with the bidder.

• The Institute reserves the right not to appoint any bidders to undertake the project. The lowest fee offer may not necessarily be awarded as the successful bid.

• The Institute reserves the right to change or withdraw this notice without prior notice or liability to any parties.
