Talent List – relevant information

The Talent List of Hong Kong was first drawn up by the government of the Hong Kong SAR in 2018 with a view to attracting high quality talents in an effective and focused manner to support Hong Kong’s development into a high value-added and diversified economy. Upon the review in 2025, the Talent List currently comprises 60 professions under 9 industry segments.

The Talent List outlines the professions where talent is most needed in Hong Kong and identifies those eligible for immigration facilitation schemes. These include the General Employment Policy (GEP), the Admission Scheme for Mainland Talents and Professionals (ASMTP) and the Quality Migrant Admission Scheme (QMAS).

On 18 February 2025, the Government announced the completion of the latest round of updates to the Talent List. The new Talent List, effective from 1 March 2025, includes 9 newly added professions from the industry segments of financial services, such as accountants, innovation and technology, legal and dispute resolution services and aviation and shipping.

Eligible accountants should meet specific qualification requirements, which include:

  • A bachelor’s degree or above in accounting, finance, business administration, economics or other relevant disciplines;
  • Completed/ exempted from the Associate Level modules under the Qualification Programme (QP) of the Institute; or holds a qualification conferred by the Institute, Chinese Institute of Certified Public Accountants or an overseas accountancy body with which the Institute has entered into a reciprocal membership agreement; and
