Practical Experience Framework
Q1. | What is the purpose of the changes to the revised Practical Experience Framework ("PE Framework")? |
The changes to the revised PE Framework aim at aligning the practical experience process with international standards and the best practices of leading accountancy bodies and, in particular, refining the process to realise the following key benefits:
- Enhancing the flexibility of the time requirements under the revised PE Framework to embrace the wide variety of work environments.
- Strengthening the quality assurance of the Authorized Employer ("AE") and Authorized Supervisor ("AS") system.
- Promoting communication and improving the transparency and timeliness of documentation through a wider use of electronic processes.
The revised PE Framework was launched in December 2022. The key changes to the revised PE Framework are summarized as follows:
- The minimum time requirement is three years for approved degree holders or graduates from the Associate Level of the new QP, during which the total period of relevant experience is not less than 500 Working Days. A minimum of 75 Working Days is required in each of the four selected technical elements (out of 18). The time requirements, represented by Working Days, are measured based on the following criteria:
- QP students need to gain at least 130 Working Days of practical experience each year. A Working Day is considered to be eight working hours and working hours can be accumulated. The required Working Days allow a maximum of 40 hours of attendance at relevant training courses each year.
- Practical experience must be attained within 10 years prior to the date the QP student applies for HKICPA membership (i.e. 10-year Recency Rule).
- QP students need to gain at least 130 Working Days of practical experience each year. A Working Day is considered to be eight working hours and working hours can be accumulated. The required Working Days allow a maximum of 40 hours of attendance at relevant training courses each year.
- AE/ AS applicants need to carry out a self-assessment to assess their commitment to comply with the requirements under a strengthened Practical Experience Codes and Guidelines (hereinafter referred to as "Codes and Guidelines") prior to seeking authorization.
- The Institute's Assessors may conduct authorization visits for the new AE/ AS applicants. They will meet with the applicant's representatives and their staff to understand the training and development environment and assess whether the applicant complies with the principle of the Codes and Guidelines in all material aspects.
- The AE/ AS status, once granted, is valid for five years subject to an online annual monitoring. A visit will be conducted on a risk-based approach or as circumstances require. The AE/ AS needs to renew its status online every five years. Re-authorization visits will be carried out on a risk-based approach. The Institute may suspend or withdraw the AE/ AS status if there is any concern over their compliance with the Codes and Guidelines.
- Each AE needs to appoint a Member-In-Charge ("MIC") to assume the overall responsibility for supervising the training of QP students and confirm to the Institute that the QP students have attained the required competences. The MIC must meet certain qualifications and take up a series of responsibilities.
- Where the number of registered QP students under the AE is large, the MIC can appoint up to a maximum of five deputies. Deputies must meet the same set of criteria as required of a MIC.
- The MIC of an AE needs to assign a Counselor to each QP student. The Counselor of an AE must meet certain qualifications and take up a series of responsibilities. The Counselor to QP student ratio must not be more than 1:8.
- Where an AE is not available, a suitably qualified individual may be authorized by the Institute as an AS. The AS must meet certain qualifications and take up a series of responsibilities similar to a MIC.
- The arrangement of QP students trained by External Authorized Supervisors will be abolished.
- At the commencement of the Practical Experience Period, the AE/ AS and the QP student are required to enter into a Development Commitment setting out the expectations and responsibilities of all parties.
- The QP student should maintain online Training Records including a Reflective Statement for the Counselor/ AS to sign off each year.
- Counselor/ AS should carry out interim and annual review meetings with the QP student.
Q3. | In measuring practical experience, what does the terms "input based" and "output based" refer to? |
Practical experience requirements are a combination of time (input based) and competences (output based). "Input based" refers to the time input requirements whereas "output based" refers to the competence requirements achieved.
Q4. | What are the details of the 18 elements of Technical Competences and seven elements of Enabling Competences? |
Q6. | If a QP student has satisfied Technical Competence requirements but failed to meet the Enabling Competence requirements, will he/ she be qualified for HKICPA membership admission? |
Q7. | Can a QP student work in an industry other than practicing firms and still fulfil the practical work experience requirements? |
Q8. | Can the attendance in training courses by a QP student be accumulated and recognized as Working Days? |
Q9. | A QP student completed all his/ her QP examinations and 500 Working Days of practical experience within two years. Can he/ she be qualified to apply for HKICPA membership admission? |
Q11. | Can the practical experience gained by the apprentices / interns who work under the supervision of AE/ AS be recognized? |
Under the revised Practical Experience Framework, the practical experience gained through the apprenticeship / internship programme offered by the AE/ AS can be recognized when the AE / AS has obtained prior approval from the Institute.

Upon approval, the practical experience gained by the apprentices/ interns may be recognized up to a maximum of 6 months.
Q13. | Is there any time limit for practical experience to be recognized as relevant for HKICPA membership application? |
Relevant practical experience must be attained within 10 years prior to the date of HKICPA membership application under the revised PE framework (i.e. 10-year Recency Rule).
However, the practical experience attained by transitioning students (Candidates who have registered as QP student and started accumulating experience before 1 January 2023) can be recognized for HKICPA membership application by either fulfilling the 10-year rule defined in the legacy PE Framework or fulfilling the 10-year Recency Rule under the revised PE Framework during the three-year transitional period (i.e. until 31 December 2025).
Assuming the transitioning students gained relevant practical experience under the supervision of AE/AS, could the practical experience be recognized in each of the following scenarios?

1: QP Student A attained the practical experience during 1 January 2019 to 31 December 2021 is able to fulfill either the 10-year rule defined in the legacy PE Framework or the 10-year Recency Rule under the revised PE Framework.
2: QP Student B apply for HKICPA membership after the transitioning period (i.e. 31/12/2025), his/her practical experience attained during 1 January 2012 to 31 December 2014 does not fulfill the 10-year Recency Rule under the revised PE Framework.
The Institute will adopt a risk-based approach to conduct authorization and re-authorization visits with the new AE/ AS applicants and those AE/AS who undergo renewal process respectively. For annual monitoring, visits will also be conducted based on a risk basis. Additional visits may be carried out if, inter alia, the following circumstances exist:
- Past unsatisfactory self-assessment results;
- Counselor/ AS with disciplinary cases; or
- Any concerns brought to the attention of the Institute.
Q17. | Can an individual apply for the role of a Counselor of an AE and the role of an AS within the same organization? |
An individual can only apply for either the role of a Counselor of an AE or the role of an AS within the same employing organization.
If your organization is (or is eligible to become) an AE, you should discuss with the organization to consider nominating you to be its Counselor under the revised PE Framework.
The AS should inform the Institute by applying for AS deregistration via the Practical Experience Online System.
Please note that each application for registration as an AS is supported by his/ her employing organization. If the AS has left his/ her employing organization, the AS registration will be terminated with immediate effect.
If he/ she wishes to provide training to the staff of his/ her new employing organization, he/ she should submit an online application for registration as an AE/ AS in the new employing organization.
Q19. | Is it necessary for the QP student to work with the same employment as his/ her AE-Counselor/ AS to attain practical experience? |
In the event that the AE/ AS wishes to train the QP students employed by a subsidiary of the same group, the AE/ AS is required to apply for group registration.
Q20. | In case of a staff movement outside of the AE/ AS organization (e.g. change of employment), what does the QP student/ Counselor/ AS need to do? |
Q21. | In case of a staff movement within the same organization during a QP student's Practical Experience Period (e.g. change of department), what does the QP student/ Counselor/ AS need to do? |
Q22. | If a QP student has been working in an organization for two years but the organization/ supervisor has only registered as the Institute's AE/ AS since 1 January 202X, can the QP student's previous two-year working experience be recognized as practical experience? |
The relevant working experience of the QP student under the supervision of the AE/ AS can only be recognized since the organization/ supervisor registered as the Institute's AE/ AS (i.e. 1 January 202X). While his/ her previous two-year working experience cannot be recognized.
Q23. | An individual has been working in an AE or AS’s organization for two years but only registered as a QP student three months ago. Upon successfully registering as a QP student, his/ her AE/ AS has also submitted such QP student’s updated information to the Institute within one month. In this case, can the concerned QP student's prior two-year practical experience be also recognized? |
Under the revised Practical Experience Framework, the practical experience can only be recognized from the commencement date of the Practical Experience Period when an individual is successfully registered as a QP student and under the AE/ AS's supervision and training.
That individual’s prior practical experience may be considered by the Institute on an individual merit basis provided that the AE/ AS is able to provide a confirmation together with supporting documents (if any) for demonstrating the fulfilment of the below criteria:
(A) Status of the QP student
i. The individual is currently under the employment and supervision of the AE/ AS under the same employment contract (exclusive of apprentices and interns).
ii. The individual has informed the AE/ AS about his/ her intention of the QP registration prior to his/ her successful registration.
iii. The individual understands the roles and responsibilities of QP students to meet the practical experience requirements.
(B) Training and supervision provided by the AE/ AS during the period prior to the successful QP student registration
i. Relevant training are in place to ensure the individual is equipped with necessary skillsets to perform the work assigned.
ii. The nature of the practical working experience attained by the individual falls within the Technical and Enabling Competences with appropriate level of proficiency.
iii. The time spent on work which can be counted towards the practical experience requirements are reviewed by their respective AE/ AS on an annual basis.
iv. The AE/ AS comply with all other requirements as stipulated in the revised PE Framework, such as assignment of Counselor, signing of Development Commitment an Training Records, etc.
Upon approval, the individual can recognize relevant prior practical experience for up to 12 months from his/ her QP student's registration date but not earlier than the date of employment under the AE/ AS. In addition, the QP student should sign the Development Commitment with the AE/ AS within three months upon approval.
Point to note: The Institute will only consider the case when the AE/ AS submit the relevant Information Update to the Institute within one month of the QP student registration and fulfil the above criteria.
Q24. | When a QP student changes employment, will he/ she use the same set of Development Commitment and Training Records to record his/ her practical experience acquired under the new AE/ AS? |
Q25. | If the employment period of a QP student with an AE/ AS is less than 12 months, is it necessary for the AE/ AS to sign off on the online Training Records? |
Q26. | How should a QP student record his/ her practical experience and how often should he/ she provide the Training Records for the Counselor/ AS to review? |
A QP student should record the practical experience progress including the number of Working Days, Technical and Enabling Competences acquired and self-reflective feedback through the online Training Records.
The online Training Records should then be duly reviewed and signed off by the Counselor/ AS on an annual basis. Also, the Counselor/ AS should conduct an interim review on the QP student's training progress while the QP student's performance and achievement of competences are still fresh in mind.
You may have yet created the Development Commitment via the online system and submitted it for the AE/ AS’s approval. Once approved, you will be able to create online Training Records.
